STARCINCO Ltd is a Cyprus-based investment fund, investing its capital in high-tech companies contributing to the Defence, Security, and Dual-use ecosystem of Greece, Cyprus, and Armenia.
STARCINCO’s mission is to create meaningful impact by supporting and advancing social initiatives connected to the Armed Forces of Greece, Cyprus, and Armenia, through the effective use and reinvestment of its profits toward these causes. The fund is poised to provide its financial backing to pioneering and innovative technology-driven companies across Europe, with proven and self-sustainable business models across various domains, such as Defence, Security, Cybersecurity, Generative / Adaptive / Cognitive AI/ML among others.
Furthermore, it aims to advance and promote Defence, Security, and Dual-use technological innovation in Greece, Cyprus, and Armenia. Its activities include supporting research and development of advanced defence technologies in cooperation with organizations, universities, research institutions, and private-sector companies in Europe and the USA.
STARCINCO benefits from the support of a dedicated pro-bono multi-disciplinary international network of military, security, financial, and technology experts. These experts lend their time and expertise to identify, analyse, and coach potential companies that could benefit from capital, professional guidance, and network.
Beneficiaries
The beneficiaries of STARCINCO are the personnel of the Armed Forces of Greece, Cyprus, and Armenia.
Our investment approach is impact-focused; any financial returns generated will be reinvested back into our work to further support, on an annual basis, Armed Forces personnel, their families, and the related facilities in Greece, Cyprus, and Armenia.
In addition, STARCINCO will actively contribute to the education and training of defence personnel and researchers, while also serving as a technology transfer hub - linking military academies, academia, research centres, and innovative enterprises and industry partners.
Each year, the fund’s profits will be allocated to projects that directly benefit the personnel of the Armed Forces of Greece, Cyprus, and Armenia.
Indicative support actions include:
- Training programs and professional courses for defence personnel
- Health and well-being programs for Armed Forces members and their families
- Infrastructure improvement projects in military facilities and camps
- Scholarships for the children of defence personnel
- Other related initiatives

Investment Strategy
Our investment strategy focuses on supporting innovative companies operating in areas of strategic importance to the National Defence of Greece, Cyprus, and Armenia. We provide these enterprises with the necessary financial resources, expert guidance, and access to a wide network needed to foster their growth while delivering tangible benefits to the Armed Forces of Greece, Cyprus, and Armenia.

Our Team
MANAGEMENT BOARD
The Management Board is the governing body responsible for overseeing the Fund's strategy and operations, ensuring it meets its overall business policy and objectives.
ADVISORY BOARD
The Advisory Board is responsible to identify, evaluate and recommend investment opportunities that fulfil the objectives of the Fund.
Moreover, the Advisory Board will decide on the allocation of the Fund’s capital and / or dividends annually in favour of the beneficiaries.
INVESTMENT COMMITTEE
The Investment Committee will examine and approve the investment recommendations of the Advisory Board.

Starcinco announced an annual scholarship programme for students from families serving in the Armed Forced of Greece, Cyprus and Armenia
Starcinco – Scholarship Programme
The annual program covers 16 scholarships for university students per year: 2 at PhD level, 4 at MSc level and 10 at BSc level.
- Scholarships at PhD level: 8000 Euro per year
- Scholarships at MSc level: 4000 Euro per year
- Scholarships at BSc level: 2000 Euro per year
In special cases the company may decide to award higher amounts.
Destination
First class academic institutions in the EU, UK, Switzerland or the USA (universities of other countries will be considered upon request by candidates)
Eligibility, citizenship of beneficiaries
Citizens / residents of Greece, Cyprus and Armenia
Our aim is to sponsor talented and ambitious university, post graduate and PhD students with an excellent and proven academic performance, from families currently serving or served in the Armed Forces of Greece, Cyprus and Armenia.
Disciplines
Priority will be offered to areas in line with the investment priorities of the Fund.
Expectation
Completion of academic studies with honours.
